Site Rejection (SR)

In the unfortunate event that a potential site has been tested and is determined
not to be suitable for a potential use in the network, a site rejection
(SR) form needs to be filled out. The issuance of an SR form may seem trivial
until a change of personnel occurs and the site is tested again at a later
date. The SR form serves several purposes. The first purpose is that it formally
lets the Real Estate Acquisition team know that the site is not acceptable
for engineering to use, and they need to pursue an alternative location.
The second purpose is that this process identifies why the site does not
qualify as a potential communication site. The third purpose ties into future
use when the SQT data is stored, and when the site might be more favorable
for the network.
It is recommended that the SR process include a design review with a
sign-off by the manager. This is to ensure that the reasons for rejecting the
site are truly valid and the issues are properly communicated. The form
proposed in the SR needs to be distributed to the same parties that the SA
would be sent to. The reason is that if a site does not meet the design criteria
specified at this time, it does not mean it will always be unsuitable.
Therefore, it is imperative that the SQT information collected for this site
be stored in the search area’s master file. The storing of the SQT information
in the central file will assist later design efforts that could involve the
capacity or a relocation of existing sites to reduce lease costs.
